The town, with its neighbourhood districts, is the environment in which most of today's people live.

In order for progress to be dynamic, lasting, and harmonised, its increasingly complex management needs to take full account of inhabitants' needs,

viewpoints, and know-how. Yet faced with the institutions, the townspeople need to be prepared for this new say ; they must train and brief themselves and dialogue with other local players.
